Shillong, May 01, 2026:
The Government of Meghalaya has introduced a Structured Pay Framework for SSA and Adhoc teachers across the State, marking a major step towards strengthening Meghalaya’s education system and bringing greater dignity, stability, and predictability to the teaching profession.
The announcement was made under the leadership of Chief Minister Conrad K. Sangma, with the new framework set to benefit more than 23,000 teachers across Meghalaya.
The reform introduces a defined compensation structure, including graded pay bands, annual increments, and retirement-linked benefits such as the Contributory Provident Fund (CPF), aimed at providing long-term security and institutional stability for teachers serving across the State.
Addressing the gathering of SSA Teachers’ Association and the 4th Teachers’ Association in Shillong, Chief Minister stated that the decision was not merely an administrative reform, but a significant step towards recognising the contribution of teachers who have remained the backbone of last-mile education delivery, particularly in rural, remote, and underserved areas of Meghalaya.
“For years, adhoc and SSA teachers have been the backbone of last-mile education delivery, especially in rural, remote and underserved areas. The Government of Meghalaya has now brought stability, dignity and predictability into their service framework,” he said.
Chief Minister further stated that the Government believes education is not only about schools and infrastructure, but about building the future citizens of Meghalaya. He emphasised that this decision is a reflection of the government’s commitment to quality education, teacher dignity and long-term institutional stability.
Highlighting the Government’s approach, Chief Minister stated that the reform had been designed in a fiscally balanced and responsible manner.
“The government has taken a balanced and responsible approach by improving teacher security without creating an unsustainable fiscal burden. With an annual commitment of more than 2800 crore, the government has clearly prioritised education while maintaining fiscal discipline,” he said.
Chief Minister added that the reform would help reduce uncertainty faced by teachers while strengthening the public education system across the State.
“When teachers feel respected, secure and valued, that confidence directly reflects in the classroom and benefits our children. A society that respects its teachers is a society that invests in its own future,” he stated.
The Chief Minister also expressed gratitude to the SSA Teachers’ Association and the 4th Teachers’ Association during a felicitation programme held in Shillong. “The Government’s decision to introduce the Structured Pay Framework is more than a reform, it restores dignity, stability, and hope for thousands of teachers,” he said.
Recalling earlier discussions with teachers’ associations, Chief Minister said the issue had remained a long-standing concern for many years. He recalled his meeting with the teachers in 2016, when these concerns were raised to him. “This was a long journey for our teachers. Fulfilling that commitment today is truly special and personal,” he said.
He further stated that the achievement belonged collectively to educators, associations, and officials who remained committed throughout the process. He called the decision not only a finical step but an investment in lives and the future of the state.
Encouraging teachers to continue prioritising students and education outcomes, the Chief Minister concluded, “Seeing thousands of smiles today is the greatest reward. As we move forward, I encourage our teachers to always put our children first, because that is where real change begins.”
The reform reaffirms the NPP government’s continued commitment towards strengthening Meghalaya’s public education system and ensuring greater dignity, security, and institutional support for teachers of the State.
