ACHIK inspects ill implementation of JJM project in Dabigre Village

Tura, Dec 12, 2024:The A·chik Conscious Holistically Integrated Krima (ACHIK) Organisation Dadenggre Regional Unit, inspected implementation of Jal Jeevan Mission (JJM) in Dabigre Village, West Garo Hills, under Dadenggre Civil Sub Division has found that through the RTI. The results of the inspection are deeply alarming and highlight severe irregularities that can not be and will not be tolerated by ACHIK Organisation.

The Detail Project Reports (DPR), estimated total amount for Dabigre WSS (JJM) was Rs. 23780000/- but sanctioned Rs. 22180000/- only. As per inspection and DPR, RCC Pump House costing Rs. 6,72,700/- and power line for the pump house costing Rs.8.64,850/- were to be conducted.

However, on the ground inspection revealed that the critical infrastructures non existent. The RTI replied falsely claimed that project are 100% completed. But the project originally designed to provide a power line for the pump house, has instead been diverted to a solar pump system. This unauthorised change has significantly hindered, the system’s ability to meet household water requirements, is initially planned. In addition, RCC weir estimated at Rs.1625 100/- was found to be constructed in a substandard quality, and not as per approved by the estimated said ACHIK Organisation.

“We are also deeply concerned about the exorbitant costs associated with the construction finishing of the iron-grated,door of the treatment plant brick wall fencing. The total amount for the iron-grated door was astonishing Rs 518630/- while painting the same door with just two costs of paint amounted to Rs 56287/- only. The ACHIK shocked to see this figures and question is raised about the fairness transperent an efficiency of the procurement and execution process. Such excessive coats must be scrutinized thoroughly to ensure accountability and proper utilisation of resources said ACHIK.

Furthermore, the RTI replied boasts that 230 households in Dabigre Village, have been connected, with pipe water supply. However ground reality and testimony from the Nokma of Dabigre A·king paint a starkly different picture. That is only 98 households, have been provided distribution points and out of these a mere 40 house holds actualy received water supply of JJM.

This finding points to gross corruption, negligence and mismanagement by the contractors, third-party inspectors and field officers involved in this project. Such malpractices not only waste public resources, but also fail to fulfill basic needs of the people of Dabigre.

“We the ACHIK Organisation Dadenggre Regional Unit, unequivocally demand immediately blacklisting and cancell the licence of the contractor responsible for these discrepancies. Furthermore, high-level investigation into the roles of third party inspector and field officers of the concerned department. In addition swift corrective measure to ensure Dabigre community receives the infrastructure and water supplies was promised. We will escalate this issues to the highest authorities to ensure accountability and justice. ACHIK will not stand silent as corruption, cripples our motherland. We are commited to safeguarding the rights and well being of our people” added ACHIK.
