Tura, Dec 3, 2025 The Deputy Commissioner of West Garo Hills, Vibhor Agarwal, IAS, on Tuesday announced that the Garo Hills Autonomous District Council (GHADC) has successfully implemented a strengthened and streamlined salary payment system aimed at ensuring timely disbursement of salaries by the 1st of every month.

Speaking to the media, the Deputy Commissioner shared that the council has overcome the initial technical and documentation-related delays encountered during the rollout in October. These included issues such as incorrect bank account numbers and IFSC codes submitted by some employees, all of which have now been rectified.
He added that the GHADC Secretary may further elaborate on the documentation issues as needed.

With the system now fully operational, salaries for the month of November have been released and submitted to banks, with most already credited to employees. A total of around 1,300 GHADC employees have benefited from the November disbursement, amounting to approximately ₹7 crore, funds provided by the Government.

DC expressed satisfaction that the council—through coordinated efforts of its officers and staff—has put in place a reliable mechanism to avoid future delays. The new system operates through a three-year Escrow Account, ensuring transparent and accountable financial management.

He emphasized that while the formal agreement for the Escrow arrangement is for three years, the government’s and administration’s goal is for GHADC to become financially self-sufficient well before the period ends, thereby reducing reliance on external financial support.

Employees of GHADC have expressed their gratitude to the Chief Minister of Meghalaya, Conrad K. Sangma, and conveyed their relief and appreciation upon receiving their salaries under the improved system.
