Citizens of Meghalaya opposes implementation of APAAR
Baghmara, Feb 16, 2025: The concerned citizens of Meghalaya, strongly opposed the implementation of Automated Permanent Academic Account Registry (APAAR) IDs in the state. Which is directed by the Education Department, compromises the right to privacy of the students, which is a fundamental right guaranteed by the Supreme Court of India.
The Meghalaya falls under the Sixth Schedule of the Indian Constitution, “We enjoy special provisions and protections. The Sixth Schedule is designed to safeguard the cultural identity, customs and traditions of our tribal communities” said Greneth M.Sangma Social Activist of South Garo Hills.
The implementation of APAAR IDs undermines, these protections and threatens the privacy and autonomy of the people of Meghalaya.
The recent directive to accelerate the rollout of APAAR IDs in Meghalaya’s schools has raised concerns about the potential impact on students’ right to education. The mandatory implementation of APAAR and Aadhaar, along with other tracking systems, has led to a surge in dropout rates, particularly in rural areas, added Sangma.
SSA Schools, established to support disadvantaged students, are now facing the challenge of addressing these dropouts. “We urge the government to ensure that no child is denied education due to these tracking systems,”. “If students are forced to drop out, it may lead to legal challenges at the Meghalaya High Court.”
Experts have raised concerns about student privacy and potential constitutional violations, highlighting that APAAR IDs are based on Aadhaar numbers and require parental consent.
However, the government claims that APAAR ID is voluntary, and no adverse consequences will arise for students whose parents do not provide consent.
“We demand to that the government, ensures inclusive education by providing alternative identification methods for students without Aadhaar cards. To Strengthens SSA Schools by providing additional resources and support to address dropout rates. Monitors dropout rates and identifies areas where students struggle to access education.
Engages with stakeholders, including parents, teachers, and students, to develop solutions that work for everyone”.
The government to engage in a meaningful dialogue with stakeholders to discuss the implications of APAAR IDs and explore alternative solutions that respect our rights and privacy.
“We urge the state government to reconsider this decision and prioritize the well-being and privacy of our students. Instead of rushing to implement APAAR IDS, we should focus on strengthening our education system, addressing staffing shortages and improving school infrastructure.
We will continue to oppose any measures that compromise our rights, privacy and autonomy. We urge the government to respect the special status of Meghalaya, under the Sixth Schedule and prioritize the well-being of our people” added Social Activist.
