Social Activists case files present CEM and former Secretary of GHADC to Meghalaya Lokayukta
Tura, Jan 23, 2025:The Social Activist Nilberth Ch. Marak East Garo and Flaming B.Marak West Garo Hills have lodged the complaint case in the Meghalaya Lokayukta against, Albinush R. Marak present CEM of GHADC Tura, Rikse R. Marak former Secretary to the Executive Committee of GHADC Tura then the Executive Member of GHADC and other 21 contractors and staff of GHADC for non completion of the 123 projects to Siju Constituency, in South Garo Hills, District.
The Meghalaya Lokayukta has ordered on 21st January and directed the Director of Prosecution Wing of Lokayukta to conduct preliminary inquiry against the present CEM, former Secretary, former Superintending Engineer of GHADC and the contractors as well and further directed to submit the report to the Lokayukta on the next date.
The former Secretary to the Executive Committee of the GHADC Tura have issued, allotted various projects, works to different areas and villages, localities under Siju Constituency, South Garo Hills District, in different years since from 2020 to 2023. The number of Projects in 2020 are 20 projects which is still incomplete and abandoned. In 2021 are 23 projects which is also incomplete, but some of them were completed.
In 2022 also 63 projects which is still incomplete and without any progress. In 2023 are 13 projects and most of the projects are without complete, alleged Social Activist.
As per financial rules no advance payment can be made to the contractors, without completion of works and without obtaining the completion certificate from the concerned authorities, however, in the instant case, the CEM, Secretary to the Executive Committee of GHADC and the Civil Work Superintendent Engineer have allowed to withdraw 60% advance payment to the contractors without completion of works and moreover, the work indicated in completely abandon by the contractors. It appears that the Superintendent Engineer have been issued the completion Certificate to the contractors without spot verification with a malafide intention, that the contractors would be withdrawn.
“We also learned that the contractors have withdrawn the final bill without completing the project and withdrawal of final bill have been done, without financial rule of the state. The illegal withdrawal of 60% advance bill prior to commence of the construction of work. The final withdrawal of bill by the contractors without completing the project was allowed by the CEM and former Secretary and Superintendent Engineer of GHADC and hence we have filed the complaint to conduct preliminary enquiry into the matter and to initiate action against the contractors, staffs and other authorities who were involved in the case as per law” said Social Activists.
The amount sanctioned for the projects is Rs 69,19,980 (six lakh nineteen thousand and nine hundred eighty) in 2020. Rs 1,60,63,200 (one crore sixty lakh sixty three thousand two hundred) in 2021. Rs 59,94,600 (fifty nine lakh ninety four thousand six hundred) in 2022, Rs 12,22,200 (tweleve lakh twenty thousand two hundred) in 2022. Rs 2,39,78,400 (Two Crore thirty nine Lakh seventy eight thousand four hundred) in 2022. Rs 2,57,63,200 (Two crore fifty seven Lakh sixty three thousand two hundred) in 2022, Rs 32,20,400 (Thirty two Lakh Twenty thousand four hundred) in 2023.
The total amount sanctioned by the GHADC for construction of various projects ie 123 projects in Siju Constituency for the year of 2020-2023 are approximately more than 5 crore. Further, Meghalaya Lokayukta is order on 21st January, 2025 added Social Activists.
