ACHIK demands MPSC immediate intervention to restore functionality, fairness & representation
Tura, Feb 26,2025: The A-chik Consciuos Holistically Integrated Krima (ACHIK) Council submitted a memorandum to the Chief Minister Conrad K.Sangma, government of Meghalaya, in demanding the total breakdown of Meghalaya Public Service Commission (MPSC) to immediate intervention required to restore functionality fairness and representation.
The MPSC, which is to uphold merit, transparency and equal opportunity is on the brink of collapse, due to blatant neglect and deliberate inaction. The government failured to address the critical vacancies in MPSC. In a constitutional crisis that threatens the foundation of Public Service recruitment in Meghalaya.
The ACHIK organisation found the institution is heading towards a Dysfunctional, MPSC with no Chairman, no Representation and no Credibility and the observation on facts with displeasure will disclose and unfurl that MPSC today needs immediate attention.
MPSC there is no leaders and will paralyzed soon. The Chairman of MPSC retired in January 2025, and no replacement has been appointed till date, while serving member was given additional charge as the Acting Chairman, unfortunately will be retired on 27th February 2025. Creating problems after the 27th February, the MPSC will be left with only one member, rendering it completely dysfunctional and incapable of conducting its duties said ACHIK Organisation.
The organisation observes that this is not just mismanagement, rather it is a deliberate sabotage of the recruitment process, depriving thousands of aspirants of their right to fair examinations and appointments.
Deliberate delay in Appointing Garo Member. Another regretful observation is that one Garo member of the MPSC retired in August, 2024 and for the past six months, the position remains vacant. The non filling of the Garo Representative is open disrespect to the principle of equitable representation, denying Garo Community, its rightful to voice in the selection of Meghalaya’s Public Servants.
Unjustifiable delay in appointing Garo Chairman. It may be aware, by all standards of fairness, it is now turn of the Garos to hold the Chairmanship of MPSC.
The rotational system, has been followed for years, must not be manipulated for vested interests and the failure to appoint Garo Chairman. This is the serious questions of bias and discrimination against the Garo Community, said leader of ACHIK Organisation.
The appointments must be based on Merit, not Political Favoritism. The organisation also demands that, the appointment of the Chairman and Members of MPSC must be
based on merit, integrity and professional excellence, rather than political favouritism or personal connections. Meghalaya needs competent, highly qualified and respected individuals with proven credentials in leadership, public administration, education, law or governance to lead the MPSC.
The cra of appointing politically affiliated or unqualified individuals, must end immediately to retore the public confidence in the MPSC, which can only arise if appointments are made based on transparency, credibility and non-partisan selection, demanded ACHIK.
Corruption, Nepotism, and irregularities must end. The organisation there are bundles of allegations of corruption, paper leaks, favoritism and political interference in MPSC recruitments are undermining public trust. There have been allegations that the system is rigged in favor of select few and unless immediate structural reforms and independent inquiry are launched, MPSC will lose all credibility. So, the organisation demands an independent inquiry to the allegations made from different sections and quarters.
Unacceptable delays in Recruitment Process. The organisation appreciates that the MPSC recently announcing the results in record time however, this efficiency must be institutionalized, not occasional. The organisation demands that there must be fixed timelines for exams, result declarations and appointment letters if delayed, there must be legal accountability.
Exams to be held in Tura Centres were shifted on short notice. The organisation come to notice that certain exams were scheduled to be held in Tura Centre, were shifted to Shillong on such short notice creating confusion and troubles for candidates especially who are not well off financially. The basic principles of having Tura Centre for MPSC is to provide equal opportunity to the poor and good governance has been ridden off in such a short notice. The organisation felt that the MPSC apology to the people of Garo Hills on the matter, urged ACHIK.
The organisation like table before, these non-negotiable demands, which needs to be anticipated at the earliest. Immediate appointment of Garo Chairman before, 28th February 2025 to uphold fairness and ensure continuity.
Immediate appointment of the Garo member to restore representation and prevent MPSC from collapsing into a one member body. A high-level independent inquiry into recruitment irregularities, corruption and malpractices,
Legal safeguards to prevent political interference and ensure the autonomy of MPSC. District timelines and digital transparency measures for all recruitment processes to prevent manipulation and delays, demand ACHIK.
The inaction and silence of the government, will not be tolerated any longer as the people of Garo Hills, especially the youth, have enough of the delays, corruption and selective bias in the recruitment system. If the government fails to act immediately, ACHIK will escalate its movement to the highest levels, mobilizing mass protests, legal action
and democratic resistance until justice is served.
The organisation reiterate that the future of the youths and the integrity of the recruitment system is stake and the government must choose between swift action or facing the unwavering voice of the people, demand ACHIK.
